Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are conducted: positive announcements are issued from different nations. Immense energy is devoted on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity enabled by timely intelligence. From vantage locations, military aircraft that had been deployed to counter approaching aerial threats streaked across the sky – modern combat jets supplied to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a incoming threat. This was a sophisticated defense system at work, presumably provided by Western nations. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly gives way to sober acceptance: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and additional electricity failures.
Ongoing Risks
Following this, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its destination.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's essential dependence on Western support – a need that regional partners are demonstrably unable to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, no doubt, continue.
Tactical Assessments
It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle familiar among international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is impossible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does minimal to deter Moscow, through words or deeds, from assuming that the current condition will not change more in its advantage in the months ahead.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but averting a entire defensive failure until situations evolve in its favour.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their task will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are influencing discussions.
Summary and Prospects
It took a just a single week to eliminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
